Update to the Group Care RFP
On July 17, 2007, the Division of Child and Family Services issued a Child Welfare Service Update indicating that we had determined that releasing the group care RFP in December 2007 with contracts scheduled to begin July 1, 2008 would not have allowed sufficient time for potential bidders to develop their proposals, nor would it have allowed sufficient time for the transition to the new contracts resulting from the procurement. At that time, we indicated we had decided to delay the group care RFP for at least another 6 to 12 months. That decision was based on feedback from providers, as well as discussions with Legislators.

Child Welfare Advisory Committee

Under house file 909, new section 234.3, a child welfare advisory committee has been established to advise the administrator and the department of human services on programmatic and budgetary matters related to the provision or purchase of child welfare services. Notice of Intent to Issue a Request for Proposal
The Iowa Department of Human Services, Division of Child and Family Services has announced that they plan to release a request for proposal (RFP) for Support for Resource Families later this year. It is anticipated that a contract for these services would be effective October 1, 2008. The RFP, once released, will be available on the Iowa Dep[artment of Administrative Services website at http://bidopportunities.iowa.gov/ .

Group Care RFP

On July 17, 2007, the Division of Child and Family Services issued a Child Welfare Service Update indicating that we had determined that releasing the group care RFP in December 2007 with contracts scheduled to begin July 1, 2008 would not have allowed sufficient time for potential bidders to develop their proposals, nor would it have allowed sufficient time for the transition to the new contracts resulting from the procurement. At that time, we indicated we had decided to delay the group care RFP for at least another 6 to 12 months. That decision was based on feedback from providers, as well as discussions with Legislators.

Since that time, DHS has implemented contracts for 3 new services -- Safety Plan Services, Family Safety Risk and Permanency Services, and Drug Testing Services. Implementing these new services has meant significant changes for both DHS child welfare staff and private agency staff. Several providers have asked that we consider delaying the issuing of any new RFP's until we have had an opportunity to fully work through the implementation of the new service contracts and to apply learnings to the next RFP(s).

In response to this feedback, the Division has decided to suspend work on the group care RFP until calendar 2009. This will enable both DHS and private agency staff to place priority on bringing up the other service changes in a way that best meets the needs of the children and families we serve. It will also allow us to use the lessons learned from these changes in the final design of the group care RFP.

 
 
The Subsidized Guardianship Waiver Demonstration Program
The subidized guardianship program has been up and runnign for over 8 months. In that time there have been three guardianships established. To learn more about this program please review the attached Document.

9/11/07 - 9/12/07:  Service Array ICN

9/5/07: Request for Proposal (RFP):

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified bidders who are capable of delivering two new child welfare service packages (Safety Plan Services and Family Safety, Risk, and Permanency Services) to children and families for the Iowa Department of Human Services (Department) in the Council Bluffs Service Delivery Area. The Department anticipates executing contracts with selected bidders beginning on November 14, 2007 and ending on June 30, 2009, with up to four additional one (1) year extensions at the sole discretion of the Department. Any contracts resulting from this RFP shall not be exclusive contracts.

04/10/07: Request for Proposal (RFP):

    The Department has released this RFP, #DCFS-07-026, on April 10, 2007 and a bidders conference will be held from 10:30-12pm on Tuesday, April 17th at the Wallace State Office Building, 502 East Ninth Street in Des Moines. 03/28/07:  Request for Proposal (RFP):
  • DHS has released a RFP for state-wide drug testing services.  The purpose of this RFP is to solicit proposals from qualified service providers to provide specified Drug Testing Services for DHS throughout the state of Iowa.  DHS intends to award a one-year contract beginning on July 1, 2007 and ending on June 30, 2008, with the possibility for up to four additional one (1) year extensions at the sole discretion of the Department.  Any contract resulting from the RFP shall not be an exclusive contract.

     

    The reference number for this RFP is DCFS-07-002.  The closing date for proposals is 5/10/07.  The RFP can be found on the General Services web site at: http://bidopportunities.iowa.gov/

08/11/06: The department has issued a request for proposals to develop and execute Service Area specific plans to recruit and retain resource families to be matched with children who need out-of-home care in a foster family setting, adoptive placement, or relative placement.
