QA&I Organization

The organizational structure for the QA&I effort includes the Service Area Quality Assurance and Improvement Committees and the Quality Council.  In addition, the QA&I effort has linkages and coordinates with the Service Business Team and the DHS Cabinet. The structure and coordination of DHS QA&I efforts on behalf of child welfare services is described below:

Service Area Quality Assurance and Improvement Committee (QA Committee)

Each Service Area has a Service Area QA Committee. The Service Area QA Committee is the steering committee for QA activities in the Service Area. The committee will review the results of activities and projects and assure that data is made available across the service area to promote learning and the improvement of results as well as sharing information with the Quality Council and the Service Business Team.  The structure of the QA Committee includes participation by the Service Area Manager (SAM), Community Liaison, Social Worker Supervisor III, and line Supervisors.  Each QA Committee is provided leadership by the QA Coordinator along with the support of the Service Area QA Management Analyst.

Quality Council 

The Quality Council reviews the results of QA&I activities and projects and ensures that information is made available across the agency to promote learning.  The Quality Council will be the catalyst for the sharing, coordination and dissemination of QA&I findings, accomplishments, tools, approaches and recommendations from the Service Area QA Committees that have statewide applicability.  The Council is made up of all eight (8) Service Area Coordinators and representation from:

  • Central Office
  • Mental Health
  • Child Welfare Policy
  • Office of Protective Services
  • Field Operations Support Unit
  • Juvenile Institutions
  • Division of Results Based Accountability (RBA)
  • QA Bureau of RBA
  • Service Area Managers (2)

Service Business Team (SBT)

The SBT provides leadership in child welfare services in the areas of strategic planning, resource alignment and ensuring the achievement of the State?s Child and Family Services Review - Program Improvement Plan (CFSR PIP).  Information from the QA Committees is essential to supporting the efforts of the SBT and the SBT will call upon the QA Committees and Quality Council for support of its leadership efforts to continually improve quality and outcomes of child welfare services.

DHS Cabinet 

The Cabinet provides overall leadership and management to the full scope of DHS responsibilities and needs to be informed regarding the key efforts and findings of the QA&I efforts.  The Cabinet can be called upon, as needed, to support the sustainability and effectiveness of the QA&I initiative.
