The contract provides five basic services:
- Recruiting and retaining foster/adoptive families
- Providing pre-service training, completing home studies, and performing other activities related to licensing foster family homes and approving adoptive families.
- Matching children who need foster family care with the most appropriate foster family for that child.
- Providing support to licensed foster families and pre-adoptive families.
- Providing support to families who have adopted special needs children.
