PUBLIC NOTICE: Public Comment Period for Iowa State-Owned Acute Care Teaching Hospital Disproportionate Share Hospital (DSH) Payments

The Iowa Department of Human Services (DHS), pursuant to the requirements outlined in 42 C.F.R. §447.205, hereby gives notice of the following proposed action regarding changes for Iowa state-owned acute care teaching hospital disproportionate-share payments (DSH) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

The Medicaid State Plan Amendment (SPA) IA-21-016 will amend Attachment 4.19-A to change the funding to $0.00 effective for DSH payments provided on or after July 1, 2021, to hospitals that meet the following conditions:

  1. If the hospital qualifies for payments for disproportionate share from the graduate medical education and disproportionate-share fund; AND
  2. Is a Iowa state-owned acute care teaching hospital with more than 500 beds and eight or more distinct residency specialty or subspecialty programs recognized by the American College of Graduate Medical Education (ACGME)

The estimated decrease in Medicaid Fee-for-Service (FFS) expenditures for State Fiscal Year (SFY) 2022 related to DSH payments is:

State Dollars $(13,868,090)
